Unfortunately, storm water runoff regulations have made flushing or rinsing private streets illegal.

Yes, after the debris is removed by a sweeper, following with a water truck to simulate a heavy rain is now illegal.

Mother Nature can flush the street without sweeping before hand, so all the silt and trash go directly into the storm drain.  This doesn’t make a lot of sense, but the regulations don’t have exceptions for regular maintenance flushing.

Even the new catch basin filters are not an answer.  Only 100% capture of the wash water and hauling to a treatment facility is approved.
